Luckily Yahoo doesn't have to guarantee miss placement of ads on searches from other planets. Or they would also charge me for that to as they can't seem to control their ad placement like Google. Google seems to have it right with a reasonably tight area of ad impressions with clicks in my local area as I'm a small remodeling contractor and do not want work that is far away. I'm sure a lot of small businesses are like mine, and want local ad impressions, not across the country or world where you are paying $2 or more a click. I live in Manassas Virginia. After have received these recent 3 clicks (LA, Michigan and Hawaii} in a row I emailed Yahoo.
