eBay Sellers: Avoid Partial Refunds
Ebay sellers that issue partial refunds for shipping fees may be in danger of having their accounts suspended. Apparently, a partial refund on shipping causes the sale to be flagged, and sends the transaction into a dispute with eBay’s Resolution Center. No matter that sellers are doing customers a favor; too many partial refunds can get a seller kicked out of the Top Rated Sellers Program or suspended altogether.

This is a good example of how ignorant, management is at Ebay. They penalize Sellers for giving good honest service to our buyers.
Ebay is telling the sellers we don't care if you over charge you buyers on shipping, we will punish you if you refund the buyer.
Too bad the investors do know just how mismanaged Ebay has been for the last 2 to 3 years, all started by a CEO that has no clue.
