I beg to disagree with this podcast. Recently, I got a traffic ticket in California and I got the course done online from www.idrivesafely.com/California sitting in Canada. The credit card companies give the option of charge backs to its customers but it can also be in favor of merchant on producing the documents and proof of service. A merchant can not afford to loose the big international market just for a fear of buy back.
